It comes with new cells and 12m RTB warranty. Fully working and ready to install.

These UPS have been thoroughly checked and refurbished where necessary. The internal batteries are brand new. The UPS are all exhaustively tested by ourselves, including a final heavy load power failure simulation after which the UPS is deemed ready for service. For complete peace of mind we give a 12 Month RTB warranty.

The main driver of these UPS is that the are a very cheap option for a online/double conversion UPS where cosmetic condition is not paramount. 

They have a constantly running fan, and this is too loud for a quiet office environment. They were targeting datacentre sites.
